Joe Oteng-Adje,
Minister of Energy
13 October 2009 – A memorandum of understanding (MOU) has been signed between the governments of Ghana and Brazil for the construction of a 90MW hydro project on the River Oti at Juallay, near Pwalugu, in the Upper East Region of Ghana.

The project, planned since 1992, is part of the Ghana government’s effort to develop an additional 3000MW of power. Work is expected to begin in 2010 at an initial cost of $300M, with the Brazilian government providing $250M, with the remainder coming from the Ghana.

Ghana’s Minister of Energy Joe Oteng-Adjei assured the contractors, Constructura Noberto Odebrecht de Venezuela CA and Andrade Gutierrez S.A., that the government was committed to provide all necessary support towards the project.
