11 February 2008 – Sinohydro and the West Africa Power Pool (WAPP) have signed a memorandum of understanding for the development of a CLSG power system – a project involving the construction of four power stations and a dam. Power from this project will supply Sierra Leone, Cote d’Ivoire, Guinea and Liberia.

The MOU requires Sinohydro to provide technical assistance to the WAPP to develop expertise in hydro power development, design, operation and power system planning. It also allows for other areas of expertise to be included that are "important to the smooth operations of the WAPP."

Sinohydro may also assist the WAPP in securing finance for developing power projects in Ecowas member states.

Sinohydro has also expressed interest in a public private partnership for developing the Kaleta and Sambangalou hydro schemes. These schemes, on the Gambia River, will supply The Gambia, Guinea, Guinea Bissau and Senegal.
