Tunisian power company seeks provision of gas turbines

The Tunisian Company of Electricity and Gas intends to attain the realisation of the Mornaguia gas power plant with a total capacity of between 560 and 660MW, under ISO conditions.

As such, the Tunisian Company of Electricity and Gas is launching a call for international competitive bidding relative to:

  • The achievement of a power plant with two gas turbines with a total gross capacity of between 560 and 660MWe to ISO requirements. Industrial commissioning must take place before Q4 of 2020;
  • Maintenance of this plant for a period of twelve years (renewable) from the end of the warranty of all equipment, systems and related structures of the centre including evacuation lines, electric power and accessories for connection to the existing transformer stations by separate contract to be signed at the same time as the contract of the realisation.

Gas power plant: tender information

Participation in the international competitive bidding is limited to manufacturers or groups of which one of the members is a builder, certified ISO 9001 version 2008 valid for manufacturing  turbines to industrial gas type and justifying the technical and financial references sufficient and that the provision in their offers the parts required by the specifications.

The gross unit power at the alternator terminals of the gas turbine group must be between 280 and 330MW electric (under ISO conditions).

The consortium shall designate in the contract document (submission), from among its members, a lead proxy who shall be the Gas Turbine Builder.

This leader will be the representative of all members of the Group and the only one vis-à-vis STEG for the execution of the Contract.

The supplier must be an original equipment manufacturer (OEM).

Bidders are required to provide two separate financial offers as specified below:

1) Financial offer without funding proposal for which STEG will be responsible for mobilising resources to finance it.

2) Financial offer with financing proposal, the characteristics of which will be specified in the “FINANCIAL PART INFORMATION SHEET”.

It should be noted that the financing proposal concerns only the part relating to the construction contracts.
