Togo gov requires emergency power system

In West Africa, the government of Togo has obtained funding from the International Development Association (IDA), a subsidiary of the World Bank, intended for the acquisition of emergency power system for the ministry of agriculture, livestock and water.

For this tender the government on behalf of the PASA invites eligible and qualified bidders to submit their sealed bid to provide and install a new generator for all buildings in the office.

Bidding will be conducted in accordance with national competitive bidding procedures specified in the publication of the bank ‘Guidelines: Procurement financed by IBRD loans and IDA credits’ and is open to all bidders from countries that meet the eligibility criteria as defined in the bidding documents.

Please note that the ministry has specified that it requires the supply of the generator to have a capacity of 70kW diesel and carbureted, must meet the standards NF ISO 8528.

Eligible bidders may obtain further information from the Procurement Specialist (SPM) ASAP and review the bidding documents at the address below from the 13th of July 2016 between 8:00am and 12:00 noon and 15:00pm to 17:00pm (GMT).

The qualification requirements are:

  • Financial capability, the bidders shall furnish documentary evidence that it meets the following requirements:

Having realised during the three years a turnover equal means at least zero point five (0.5) times the amount of the lot or lots for the sum (s) is (s) he is tipped as awarded.

The bidder shall submit with its bid any proof (financial statements of the last three years (2012-2013-2014) certified by accredited auditors.

  • Technical capacity and experience. The tenderer must prove, with supporting documentation, he/she performed as the main supplier at least one market for supplies of similar nature over the period of three years.

To this end, the bidder shall submit with its bid the list of completed contracts and copies of any evidence (certificates of good execution or minutes of receipt) showing that he/she has executed such contracts. The tenderer must also indicate in their tender that they have a workshop for the implementation of after-sales services

  • The bidder must provide written evidence that the goods they are offering are able to operate in tropical conditions with ambient temperature between 13eC and 45eC, altitudes of up to 600 meters above mean sea level and under a humid tropical climate with a dusty atmosphere.

Tender enquiries and submission date

Interested bidders may obtain a folder full of appeal offers in French from 13th July 2016 by sending a written request to the address above against a non-refundable payment of 25, 000 CFA Francs ($42). The method of payment will be in cash against receipt.

The bid documents must consist of an original and two copies, should be submitted to the above address on or before 16 August 2016 at 10:30am. Electronic submission of bids will not be permitted.
