The government of Rwanda has undertaken reforms in the energy sector with the main objectives being to have sector focused and efficient operations. This is to attract more investment,  improve planning and accountability and increase access to services by the population to drive sector performance towards the targets envisaged in the EDPRS II and other national goals.

To this end, the Rwanda Energy Group Limited was incorporated to expand, maintain and operate the energy infrastructure in the country through its two subsidiaries the Energy Utility Corporation Limited (EUCL) and the Energy Development Corporation Limited (EDCL).

EDCL was incorporated to have devoted attention to:

  • Increase investment in development of new energy generation and transmission projects in a timely and cost-efficient manner;
  • To expand power supply in line with EDPRS II and other national targets;
  • Deliver energy to relevant distribution nodes; and
  • Plan and execute energy access projects to meet the national access targets.

In right of the above, EDCL therefore hereby invites qualified firms, joint ventures or consortia to bid for the construction of 955.8km of street lighting on Rwanda national and district roads; through contractors’ pre-financing with a prolonged payment mechanism.

Nature of the project

The EPC contractor shall mobilise funds, finance the project, make the detailed engineering design for Medium Voltage, Low Voltage lines and street lighting, supply all materials and equipment, construct, commission and handover a fully the completed project.

The tender will be conducted through international competitive bidding and it is open to all firms, joint ventures or consortia specialised in the field and with experience in executing similar projects involving EPC contractor pre-financing or through contractor/supplier credit.

Submissions to EDCL

All bids shall be accompanied by a bid security of $40,000 or its equivalent in a freely convertible currency.

Offers correctly typed, written and bound, in three copies including an original, in a well-sealed envelope, will be deposited not later than 21 February 2018 at 11:00 a.m. (local time) in the Procurement Office at KCT, 10th floor. Electronic bidding is not allowed.

The outer envelope should clearly indicate the tender name and reference number.
