Rwanda: EARP intends to upgrade Rubavu Network

The government of Rwanda has received a grant from the Belgian Kingdom within the framework of improving access to reliable on-grid electricity service for households and public priority institutions.

The Belgian contribution to EARP will include upgrading the Rubavu Network from 6.6kV to 30kV and upgrading the single phase network in the eastern province to a three phase network.

It is intended that part of the proceeds of this funding will be applied to eligible payments under the contract of “design, supply and installation of electrical equipment to upgrade Rubavu Network from 6.6kV to 30Kv”.

Tender details for the upgrade of Rubavu Network

The scope of work shall include 10km of street lighting in the Rubavu town.

EDCL invites sealed bids from eligible bidders for design, manufacturing, testing before shipment and delivery to sites, installation and commissioning test for upgrading of distribution network in Rubavu.

The detailed schedule and description of equipment and materials will be found in the detailed price schedules, technical specifications and elsewhere in the bidding document.

All design, supply and delivery of all items in price schedules and further detailed activities in the bill of quantities and all installation, including the associated civil works, testing and commissioning shall be completed within maximum period of fifteen months after commencement date of the contract.

Interested eligible bidders may obtain further information and inspect the bidding documents at the office of the Procurement specialist of the project BE3-EARP, Kigali City Tower (KCT) 10th floor from 08:00am to 17:00pm as of 02 October 2017.

A complete set of bidding documents in English may be obtained by interested bidders at the above address on presentation of the bank statement as a proof of payment of a non-refundable fee of 50,000Frw ($59) or equivalent in any freely convertible currency.

A mandatory site visit is scheduled as well as a pre bidding meeting will held on 01 November 2017 and will be organised by BE3-EARP project. The venue for departure is fixed at EDCL operating in Kigali City Tower (KN81 ST) 8:00am Kigali local time (or 6:00am GMT).


Bids prepared in hard copies and signed must be delivered to the address below on or before 28 November 2017 at 10:00am Kigali local time or 08:00am GMT. Electronic bidding will not be permitted.

All bids must be accompanied by a bid security in the sum of €35,000 ($41) issued by a bank using the bid security form included in the bidding document.

The bid security shall be valid for a minimum of 30 days beyond the deadline of the extended validity period of the bid.
