The government of Mozambique has received funds from the government of Norway in the form of a trust fund under management by the World Bank towards the cost of the Mozambique Regional Transmission Development Project.

A portion of the funds have been earmarked for payments under a contract for owner’s engineer services.

Electricidade de Mozambique (EdM) intends to construct an alternating current (AC) transmission line from Temane to Vilanculos to Maputo to connect a 400MW gas-fired power plant at Temane.

The project will include:

(a) Double circuit, 400kV transmission line, approximately 25 km long, between Temane and Vilanculos;

(b) A single circuit,400kV transmission line, approximately 560km long, between Vilanculos and Maputo;

(c) A new 400/110kV Substation at Vilanculos;

(d) New 400k400/275kV substation at Chibuto,

(e) New 400/275kV substation at Matalane;

(f) Extension to the existing 400/275kVsubstation at uto; and

(g) Associated works (control, protection, communication, etc.).

The owner’s engineer services will be structured in three phases:

Phase 1; review of conceptual design, procurement plan and project schedule and procurement of EPC contractor’s for the project;

Phase 2; construction supervision and contract management;

Phase 3: post-construction engineering assistance during the defect liability period.

While the intention is to appoint an owners engineer for all three phases, the appointment will initially be firm for Phase 1, with the option for the client to issue further contracts for Phases 2 and 3 based on pre-agreed rates set out in the contract for Phase 1.

EdM tender information

EdM now invites eligible consulting firms to indicate their interest in providing the services.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The shortlisting criteria for which the consultant should provide specific information is as follows:

(a) Experience as owner’s engineer or client’s engineer;

(b) Technical and project/construc tion management experience and

(c) Experience in the development and management of training programme

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost-based method (QCBS) set out in the World Bank’s Procurement Regulations.
