Liberian gov seeks to install SCADA system

The government of Liberia has received a credit from the World Bank toward the cost of the Liberia Accelerated Electricity Expansion Project Additional Funding, and intends to apply part of the proceeds toward payments under the contract for the supply and installation of SCADA and load dispatch systems.

The Liberia Electricity Corporation wishes to extend an invite of sealed bids from eligible bidders for the supply and installation of SCADA and load dispatch systems.

Scope of works for SCADA and load dispatch systems

The works involves the design, supply and supply and installation of SCADA/EMS System comprising:

  • SCADA system for the 66kV sub-transmission network and the load (energy) management system for the dispatch of power from the generation stations
  • Construction of a two-storey building to house the system control system

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) revised 2014, and is open to all eligible bidders as defined in the Procurement Guidelines.

Interested eligible bidders may obtain further information from Liberia Electricity Corporation and inspect the bidding documents at the address stated below from 09:00 to 17:00 hours, Monday to Friday excluding public holidays.

 Qualification requirements include:

  1. Minimum average annual turnover of $4 million, calculated as total certified payments received for contracts in progress or completed, within the last three years.
  2. Financial reports such as profit and loss, balance sheets, auditors report for 2013, 2014, and 2015 to demonstrate the current soundness of the bidders financial position.

A complete set of bidding documents in English maybe purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of $100.

The method of payment will be by bankers check in favour of LEC or paid in cash to the Chief Accountant Office, 1st Floor, LEC Central Office.

Alternatively, a direct payment into Liberia Electricity Corporation Cash EPP No: 0011134701652405, (Swift Code No.ECOCLRLM) held with ECOBANK LIBERIA LTD.


Bids must be delivered to the address below at or before 10:00 hours GMT on 3 April 2017. Electronic bidding will not be permitted.

All bids must be accompanied by a bid security of $100.
