There are special conditions of tendering, which focuses on skills development.
Supplier Development and Localisation (SD&L) attributes five points of evaluation criteria under functionality.
The minimum threshold that shall be achieved on the SD&L Compliance Matrix is 60% for skills development. Failure to meet the required minimum threshold will result to a supplier scoring zero points for skills development under functionality.
The following skills will need to be developed:

Standard for developing skills through infrastructure contracts:
This standard establishes a key performance indicator in the form of a contract skills development goal (CSDG) relating to the structural workplace learning, which enables the learners to make measurable progress towards the attainment of a qualification – Government Gazette No 36760
A detailed training plan with milestones as to when the training will commence and be completed will be required from the successful bidder(s), 30 days after contract award. This programme will be monitored and audited as per the agreement between the bidder(s) and SD&L Monitoring and Reporting team.
Note: For this section (special conditions of tendering) the following documents should be completed and signed:
- Completed and duly signed target setting report
- Completed and duly signed preference point claim form
A tender will be disqualified if these documents are not signed and included in the tender.
