The Government of the State of Eritrea, East Africa, has issued a tender that seeks a legible bidder to supply and install drip irrigation schemes powered by solar photovoltaic (PV) systems.
This contract involves the supply, delivery, unloading, installation, and commissioning of 16 drip irrigation schemes powered by photovoltaics and spread across two regions of Eritrea, namely the Debub and Maekel regions.
The water source for the drip irrigation schemes is mainly surface water from small reservoirs with a storage capacity ranging from 150,000 to 3,000,000 cubic metres. The area of irrigation schemes ranges from 9 ha to 165 ha. The major components of the contract include:
- PV solar system, which includes solar array and its foundation and support structures, inverters, cables, protection system, etc.
- Horizontal surface mounted electrical centrifugal pumping system at dam sites where the suction lift is below 6 metres, floating submersible pumping system at sites where dams are deep and with considerable water surface level fluctuation
- Filtration system; main and sub-main pipeline diameter reaching up to DN 350 including flow, pressure and safety control system
- Drip irrigation equipment for area reaching up to a total of 635 ha
- Civil works which includes pump houses, filter pads and shades, chain link wire mesh fences around solar panels and filter stations; masonry valve chamber with concrete cover slab, pipe support piers across streams
- Testing and commissioning of the whole scheme
Number and titles of lots:
Lot 1: supply and installation of drip irrigation powered by photovoltaics for Hawatsu, Adinefas and Sesewe schemes in Debub region.
Lot 2: supply and installation of drip irrigation powered by photovoltaics for Warsay scheme in Debub region.
Lot 3: supply and installation of drip irrigation powered by photovoltaics for Bdho scheme in Debub region.
Lot 4: supply and installation of drip irrigation powered by photovoltaics for Giaseh and Chefa schemes in Debub region.
Lot 5: supply and installation of drip irrigation powered by photovoltaics for Amadir and Maedeya schemes in Debub region.
Lot 6: supply and installation of drip irrigation powered by photovoltaics for Sememo and Adiyakulu schemes in Debub region.
Lot 7: supply and installation of drip irrigation powered by photovoltaics for Adi Hakefa and Aditsenaf schemes in Maekel region.
Lot 8: supply and installation of drip irrigation powered by photovoltaics for Laguen, Aytaabir and Valineki schemes in Maekel region.
Participation in this tender can be as an individual or as a joint venture, which are established in one of the Member States of the European Union, ACP States or in a country or territory authorised by the ACP–EC Partnership Agreement under which the contract is financed. Participation is also open to international organisations. All goods supplied under this contract must originate in these countries.
Applicants may only submit one tender per lot and a guarantee fee of the following amounts when submitting their documentation:
Lot 1: 30,000 EUR
Lot 2: 46,000 EUR
Lot 3: 21,000 EUR
Lot 4: 23,000 EUR
Lot 5: 19,000 EUR
Lot 6: 20,000 EUR
Lot 7: 30,000 EUR
Lot 8: 15,000 EUR
This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
The successful bidder will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract.
This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority.
If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next cheapest compliant tender.
