Eritrea seeks solar PV mini grid electricity equipment suppliers

In East Africa, the government of Eritrea, represented by the ministry of energy and mines, is seeking bidders to tender for the supply of electricity distribution materials that will enable for the implementation of a solar photovoltaic (PV) mini grid project in the rural towns of Areza and Maidma as well as surrounding villages.

The project has two main components: the energy generation system, which will be tendered separately, and the distribution system to be undertaken by the Eritrea Electricity Corporation (EEC) upon acquiring the needed equipment through this tender.

Note: The European Union has opened participation to individual and consortium bidders for nationals of, and legal persons, which are effectively established in a Member State of the European Union or in an eligible country or territory as defined: (see Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union’s instruments for financing external action (CIR) for the applicable instrument under which the contract is financed).

Tender regulations

Interested bidders are required to have a professional certificate appropriate to this contract certified by a relevant and recognised accreditation institution: ISO 9001 and 14001 or equivalent.

Interested bidders are allowed to submit only one tender per lot. Any tenderer may state in their tender that they would offer a discount in the event that their tender is accepted for more than one lot.

On submitting the tender documents, bidders must provide a tender guarantee worth €40, 000 ($44.5). This guarantee will be released to unsuccessful applicants once the tender procedure has been completed and to the successful tenderer upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender.
