Cape Verde set to deploy solar energy system project

The government of Cape Verde has received a grant from the World Bank, to finance the distributed solar energy system project.

It is intended that part of the proceeds of this grant will be used to pay the contractor for supply, installation and commissioning of grid-connected photovoltaic (PV) systems for self-consumption of the central and regional hospitals of Cabo Verde.

The Ministerio de Economia e Emprego through Unidade de Gestão de Projectos Especiais now invites sealed bids from interested bidders for the supply of the goods and related services.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, Edition July 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines.

Qualified bidders may obtain further information from Unidade de Gestão de Projectos Especiais and inspect the bidding documents during office hours, from 8:00am to 16:00pm at the address provided below.

A complete set of bidding documents in English may be purchased by interested bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of €100 ($114).

The interested bidder shall request the issuance of DUC (Documento Único de Cobrança) to the Unidade de Gestão de Projectos Especiais (UGPE)/ General Directorate of Treasury (DGT), payable by wire transfer.

Upon receiving the proof of payment, the complete set of bidding documents in English will be sent by courier or e-mail.

A site visit will be conducted by the Purchaser between the dates of July 10 and July 14, 2017.


Bids must be delivered to the address below on or before 04 August 2017 at 15:00pm (local time). Electronic bidding will not be permitted.

All bids must be accompanied by a bid security as appropriate of €15,000 ($17,000).
