Transmission

The government of Zambia has received a credit from the International Development Association (IDA) towards the cost of the Lusaka Transmission and Distribution Rehabilitation Project (LTDRP), and intends to apply part of the proceeds of this credit to payments under the contract for transmission lines and substations.

ZESCO now invites sealed bids from qualified bidders for the procurement of transmission lines and substations.

The bidding, evaluation and contract award will be on the basis of individual Lots:

Lot 1: 132kV overhead lines (LS MFEZ -WATERWORKS, Leopards Hill Roma, Lusaka West Industrial and Industrial Coventry)

Lot 2: 132kV substations (132/33/11kV Roma substation, 330/132/88kV Leopards Hill substation, 330/132/33kV Lusaka West substation and 132/33/11kV Industrial substation).

Bidding will be conducted through international competitive bidding procedures indicated in the World Bank's guidelines: procurement under IBRD Loans and IDA Credits January 2011, revised July 2014 edition, and is open to all bidders from eligible source countries as defined in the guidelines.

Qualification requirements for each lot include but are not limited to the following:

A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of K1,000.00 ($101) or its equivalent in any freely convertible currency.

The method of payment will be bank (managers) cheque issued by are recognised commercial bank acceptable to the purchaser, or direct deposit or transfer of funds into the purchaser’s bank account with evidence of such deposit as follows:

The bidding documents will be collected from the office of the Senior Manager Procurement at ZESCO Head Office at the address given below.

For international bidders, bid documents may be purchased by paying the above stated amount in any freely convertible currency and an additional amount equivalent to $150.00 to cover courier services.

Tender submissions

The bids should be appropriately bound, sealed and boldly labelled and deposited at the address below at or before 10:30am on Friday 23rd December 2016.

All bids must be accompanied by a bid security of at least 2% if issued by a bank or 3% if issued by an insurance firm (bid bond) of the bid amount on the bid submission form.

Bid security, at the bidder’s option may be in the form of either a letter of credit, or a bank guarantee from a banking institution, or a bond issued by a surety.

A pre-bid meeting will be held on 24th November 2016 as stated in the bid data sheet, Section II of the bidding document.  Site visits will be held over a period of two days, 24th and 25th November 2016.
