The World Bank Group intends to finance the Malawian National Electrification Strategy (NES).
The objective of the proposed activity is to prepare a NES for Malawi along with an implementation plan to support the national electricity access agenda.
The NES will lay out the technical, institutional and financial pathway to achieve Malawi’s electricity access vision.

The World Bank is seeking expressions of interest for conducting the activity.
Interested firms are requested to submit their expressions of interests highlighting their qualifications for undertaking the assignment based on the required criteria.
The qualification criterion includes:
- Provide information showing that they are qualified in the field of the assignment.
- Provide information on the technical and managerial capabilities of the firm.
- Provide information on their core business areas and years in business.
- Provide information on the qualifications of key staff.
- Provide information on having conducted similar assignments in Africa.
Scope of Work Task 1:
Assessment of current electrification programme
Review current planning and implementation processes of the existing national electrification plan, including institutional, technical and financial aspects:
- Roles of Ministry of Natural Resources, Energy and Mining (MONREM), ESCOM, Malawi Energy Regulatory Authority (MERA), local governments and communities and other stakeholders.
- Current system planning processes and selection criteria for areas to be electrified.
- Technical design, execution and service standards for proposed electrification projects.
- Financing arrangements including budget support, borrowing and other mechanisms.
Task 2: NES design and planning
Task 2.1: Setting main design features and define the objectives, transparent processes, and procedures for:
- Identification of the service area where ESCOM has to connect new users with investments financed through tariff revenues;
- Criteria for prioritisation of electrification projects;
- Proposed investments to be included in the scope of the NES and best technical options to implement them; and
- Financial arrangements for electrification projects, including contributions from new users.
Task 2.2: Institutional plan
Define the roles of sector institutions and stakeholders including MONREM, ESCOM, MERA, local governments, local communities and other stakeholders to support the NES rollout process.
The design of the NES must contemplate involving and committing all sector stakeholders from the start in order to improve the design, mobilise contributions, increase local ownership, and contribute to operational sustainability of service provision.
