In West Africa, the Society of African Biofuels and Renewable Energies (SABER), which is acting on behalf of the Commission of the Economic and Monetary Union of West Africa (UEMOA), hereby invites international competitive bidding from interested bidders to submit sealed bids for the supply, installation and setting of three solar photovoltaic (PV) mini power system with low voltage distribution networks.
The tender also includes solar pumping systems with the construction of water towers and PV solar street lights in the Togolese Republic.
As part of its energy policy and energy mix, UEMOA has initiated the Program Regional Development of Renewable Energy and Energy Efficiency.
The Union has signed a delegated contract Master Agreement with SABER for its implementation artwork.
The work in this tender has been divided into three lots for the distribution:
Lot one: bidders will be required to supply, install and commission a 100kWp solar PV micro service with a low voltage network for three kilometers. The lines must be connected to the centre of the Takpapieni and Kountoum regions situated respectively in Savanna and Kara.
Lot two: bidders will be required to supply, install and commission a 250kWp solar PV micro central with a low voltage network of five kilometers connected to the central in addition to three solar pumping systems (20m3) in the town of Assoukoko, located in the central region.
Lot three; bidders will be required to supply, install and commission a 150kWp solar PV micro central system with a low voltage network of three kilometers connected to the centre in the district of Bavou, situated in the region trays.
The award of the contract will be conducted through international competitive bidding, as rules and procedures for the acquisition of SABER.
Requirements for the SABER tender
- Provide proof of financial capacity, issued by a bank established within WAEMU, proving that the candidate has funds sufficient of at least 300,000,000 CFA ($511);
- Provide unconditional credit lines for amounts equal at least 165,000,000 CFA ($281)for lot one, 210 million CFA($357) for lot two and 125,000,000 CFA ($212)for lot three.
- Have an average turnover of the last three years (2013, 2014 and 2015) equal to three times less the total amount of its bid.
- Having executed, as the main installer, at least three markets for supplies and installations of equipment and materials similar in nature during the last five years.
All offers (digital and written versions), written in French and marked ‘supply, installation and commissioning mini power solar photovoltaic with distribution networks low voltage and pumping systems solar construction castles and water street lights solar photovoltaic republic of Togo’ must be submitted to the address provided below by Thursday 29th September 2016 at 17:00pm local time.
Documents must be accompanied by guarantees equivalent to bid deals, as stipulated below:
Tender guarantee for the work package Lot number one: 6.6 million CFA ($112,42), Lot two: 8.4 million CFA ($143,08)and Lot three: 5,000,000 CFA ($851).
