Senegal’s national power utility, Senelec, has secured as part of its operating budget, funds to finance the maintenance of five 1250 KVA generators.

The utility intends to use part of these funds to make payments under the supply and installation of equipment (Spare Parts, Tooling) contract for the maintenance of the Perkins Group Park at the Kolda power plant .

Senelec is inviting closed bids from qualified candidates for the supply and fitting of equipment for the maintenance of the Perkins group of the Kolda power plant , in two lots:

Lot 1: Supply of spare parts, safety, tools and performance of revisions on the PERKINS 4012-46TWG2 diesel engines.

Lot 2: Provision of diagnostic tools and training

The award of the contract will be conducted by means of an open invitation to tender to all eligible candidates as defined in the Public Procurement Code.

Interested candidates may obtain information from the Secretariat of the Supply Department located at 28, rue Vincens Dakar, 4th floor

Tenders are obtainable during working hours 7:30am to 16:30pm from Monday to Friday upon a written request to the address above against a non-refundable payment of 50,000 FCFA ($82).

The method of payment will be by cash payment to the Vincens sales office.

The tender document may be sent by e-mail at the request of the candidate.

 Qualification requirements

Financial capacity: have a financial capacity of a minimum net amount of other contractual commitments of at least 200,000,000 FCFA ($326,000) for Lot and 10,000,000 FCFA ($163,000) for Lot 2.

Provide the financial statements for the years 2013, 2014 and 2015 duly certified by an approved statutory auditor.

Technical capacity and experience: the applicant must demonstrate, with supporting documentation, that during the past five years (2012-2016) there have been at least two similar contracts in the 1250KVA Perkins diesel engine.

The candidate must provide the references with supporting documents (minutes of performance);

  • Have the manufacturer’s authorisation or a certificate of authenticity
  • Have sufficient material and human resources to carry out the contract, of which at least:

One Site Manager qualified as an Electromechanical engineer or equivalent with five years of experience (provide CV in support);

One qualified Team Leader, DUT or BTS (mechanical or electrical ) or equivalent level with five years of experience ( provide CV in support )

A standard and specific tool kit to properly perform the revisions (provide tooling list);

Staff must be English speaking.

Have an after-sales service in Senegal, either directly or through a local representative

The company will provide an undertaking on honor in its offer that it is in good standing with the tax and social administrations (IPRES, TAX QUESTION, SOCIAL SECURITY, LABOR INSPECTION) as of 31 December 2016.

The documents (original or legalised documents) will be produced at the latest at the signing of the contract.
