In Rwanda, EDCL is extending an invitation to eligible and qualified bidders for the provision of prepayment meters and accessories.
Bidding will be conducted through the international competitive bidding. Additionally the bidding process will be conducted in accordance with the REG Procurement User Manual of August 2016.
Requirements for prepayment meters’ tender
Bidders shall possess an average annual turnover for three years prior the bids submission and must be at least twice the bid price.
Bidders must provide and include in their bid documentary evidence to demonstrate that it meets the following experience requirements:
- Proof that goods offered shall be from manufacturers that have at least five years of experience in manufacturing the required equipment.
- Type test reports certified by an internationally recognised testing facility acceptable to the employer.
- A minimum of three contracts of similar scope, nature and value to the offered goods executed in the last ten years supported by copies of delivery notes and certificates of good performance.

A complete set of bidding documents in English may be obtained upon payment of a non-refundable fee of $50 or an equivalent amount in a freely convertible currency deposited to the account No: 1000023217 RECO/ EARP/COUNTER PARTS FUNDS opened in the National Bank of Rwanda.
Bids must be delivered to the address below on or before 22nd November 2016 at 10:00am local time. Electronic bidding will not be permitted.
All bids must be accompanied by a bid security of $30,000, issued by a reputable bank.
