Rwanda’s Energy Development Corporation (EDCL) is extending an invitation for bids for the supply of an overhead ACSR conductor, overhead ABC twisted cables, MV Insulators and MV & LV accessories.

The government of Rwanda received a loan from the BADEA FUND FOR DEVELOPMENT (SFD) towards the cost of increasing access to electricity to some areas in Rwanda Project, and it intends to earmark a portion of the funds to payments under the contract for the supply of cables, conductors and accessories as follows:

Lot 1: LV Cables and LV line accessories,

Lot 2: Conductors and joint accessories and;

Lot 3: MV overhead lines accessories

EDCL tender information

EDCL now invites sealed bids from eligible and qualified bidders for the tender to supply of cables, conductors and accessories.

Bidding will be conducted through the international competitive bidding procedures specified in the BADEA FUND FOR DEVELOPMENT’S guidelines: procurement of goods and contracting for execution of works, and is open to all bidders from eligible source countries as defined in the guidelines.

Interested eligible bidders may obtain further information from the EDCL on the following E-mail: procurement@edcl.reg.rw copy to cuwa-jeneza@edcl.reg.rw and inspect the bidding documents at the address given below from 08:00am to 17:00pm local time.

Qualification requirements to include

The bidder shall provide average annual revenue for the two years prior to bid submission and must be at least twice the bid price.

The bidder shall furnish and include in its bid documentary evidence to demonstrate that it meets the following experience requirements:

  • Proof that goods offered shall be from manufacturers that have at least three years of experience in manufacturing the required equipment.
  • Type test reports certified by an internationally recognised testing facility acceptable to the employer.
  • A minimum of three contracts of similar scope and value to the offered goods executed in the last ten years supported by copies of delivery notes and certificates of good performance.

Tender document collection and submission

A complete set of bidding documents in English may be purchased by interested bidders on submission of a written application to the address below and upon payment of a non-refundable fee of $50 or an equivalent amount in a freely convertible currency deposited to the account No: 1000023217 RECO/EARP/COUNTER PARTS FUNDS (National Bank of Rwanda).

All bids must be submitted by Wednesday 21st September 2016, at 10:00am and must be accompanied by a bid security as follows: Lot one: $45,000 Lot two: $3,000 and Lot three: $15,000.
