The government of Mali has received funding from the International Development Association (IDA) and intends to use a portion of the credit to effect lantern distribution incentive payments, Lighting Africa certified solar panels, and corresponding pico-PV materials as part of the SHER project.
To qualify for incentives, select distributors must observe the following process:
- Each acquisition of solar lanterns certified ‘Lighting Africa’ by the distributor for sale in the programme’s intervention areas must be notified to the AVI (Independent Verification Agent)
- The AVI will provide the distributor with the sales cards
- Every three months, the AVI will verify the accuracy of sales by phone call and field visit to final customers and final retailers. On the basis of the results of the verification, it will communicate to AMADER the sums to be paid to the distributor
- The distributor receives the funds by bank transfer or cheque
Tender details for certified solar panels
The Malian Agency for the Development of Domestic Energy and Rural Electrification (AMADER) now invites interested bidders to express their interest in providing the services described above.
Bidders must provide information demonstrating that they possess the required qualifications and experience relevant to the performance of the services.
Bidders may be importers, suppliers or distributors of pico solar products certified ‘Lighting Africa’ and corresponding Pico -PV materials.
To be eligible for the programme, the candidate must be a private company or an organisation, legally established, and operational in Mali.
A group or consortium of companies / organisations may also apply through a member who acts as a representative of the others and who meets the criteria for participation in the programme.

Director General of the Malian Agency for the Development of Domestic Energy and Rural Electrification (AMADER), located on the Badalabougou hill building N ° 02 of the former CRES BP E 715, from 07:30 am to 16:00 pm from Monday to Friday.
For submission, written expressions of interest must be submitted in person to the same address, alternatively via mail, facsimile or e-mail no later than 12 September 2017.
