Public utility Lesotho Electricity Company (LEC) is extending an invitation for expression of interest for the supply of alternative electricity vending methods.

In Southern Africa, Lesotho’s sole supplier of electricity now invites eligible bidders to indicate their interest in providing innovative and cost efficient ways of alternative electricity trading to its customers.

Tender information

Interested bidders must be business entities registered and based in Lesotho and Basotho.

The proposed methods should be new and not the existing methods already adopted by LEC. In addition, the methods must have the capacity to be deployed throughout the country especially in rural areas.

For the proposals to be considered, an evaluation criterion will be used to determine the feasibility of the methods.

The evaluation will focus on the clarity of the proposed method, cost effectiveness of the proposed method, and the capability of the proposed method to be deployed throughout the country.

In addition the bidders’ proposals will be evaluated on the financial capacity, and bidders are expected to attach at least three months bank statements or financial support along the proposal.

Requirements for submission from alternative electricity bidders

  • Detailed proposal on the vending methodology/approach
  • Valid Licence to trade in Lesotho
  • Valid Tax Clearance certificate
  • Business profile including examples where the proposed method has been implemented
  • Indication of population coverage/ footprint that will be provided to the vending service
  • Estimated costs to LEC if any for the services proposed

Proposals must be clearly marked “PROVISION OF ELECTRICITY VENDING SERVICES”, sealed and must be deposited into LEC Tender box located at the reception area of Management Office block at the address below on or before 25thAugust 2016 at 14:00pm.
