The government of Ghana has received a grant from the government of the Swiss Confederation through the State Secretariat for Economic Affairs (SECO) toward the cost of the Ghana Electricity Sector Support Project.

It is intended that part of the proceeds will be applied toward payments under the contract for the supply and installation in upgrading HV & LV distribution networks under grid intensification in the Eastern Region.

The GEDAP Secretariat now invites sealed bids from eligible bidders for supply and installation upgrade of 33kV, 11kV & LV distribution networks.

Upgrading HV & LV distribution networks

The works comprise of the strengthening/extension of some existing 33kV network, construction/upgrade of some existing 11kV network, the extension/uprate of some LV distribution network, uprate/injection of transformers and installation of new service connections in the Eastern Region of Ghana as follows:

  • Supply, install, test and commission 33.33 cct km of 33kV lines
  • Supply, install, test and commission 5.33 cct km of 11kV lines
  • Supply, install, test and commission 101 No. of 33kV/LV & 11kV/LV pole mounted distribution substations
  • Supply, install, test and commission 606 cct km of LV ABC distribution lines and 17.25 cct km of bare AAC LV lines
  • Supply, install, test and commission 16,116 new service connections removal of non-standard distribution network.
  • The time for completion of all the facilities will be 15 months from the contract effective date.

Tender details

To be eligible for award of contract, bidders shall provide satisfactory evidence to the employer of their eligibility and of their capability and adequacy of resources to carry out the contract effectively.

To this end, all bids submitted shall include the following:

  • Copies of original documents defining the constitution of legal status, place of registration and principal place of business of the company or firm.
  • Details of the experience and past performance of the bidder on works of similar nature in the past five years, and details of current work in hand and other contractual commitments.
  • Major items of constructional plant proposed for use in carrying out the contract.
  • The qualifications and experience of key personnel proposed for administration and execution of the contract, both on and offsite.
  • Proposals for sub-contracting elements of the works amounting to more than 10% of the bid prices for each element.
  • Reports on the financial standing of the bidder such as profit and loss statements, balance sheets and auditor’s reports for the past three years, and an authority from the bidder to seek references from the bidder’s bankers and information regarding any current litigation in which the bidder is involved.

The bidding document in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of $250 (for foreign bidders) or GHS1,125 (for local bidders). The method of payment will be by cash. The document may be collected by hand at the address above.

Submissions

Bids must be delivered to the address below on or before 10:00 hours on 23 November 2017.

All Bids must be accompanied by a bank bid security in an amount of $150,000.
