The US government, acting through the Millennium Challenge Corporation (MCC) and the government of Ghana, have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Ghana (the Compact) in the amount of $ 498,200,000 (MCC Funding) and $37,365,000 (Republic Funding).
The government, intends to apply a portion of the MCC funding to eligible payments under a contract for which this request for proposals (RFP) is issued.
Any payments made by the MCA entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC funding.
No party other than the government and the MCA entity shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.
The projects of the Compact programme include the following:
- The power generation sector improvement project
- Energy efficiency project
- Demand side management project
MCC’s assistance will be provided in a manner that responds to constraints to economic growth by aiming to improve the reliability and quality of power in Ghana.
The Compact programme will be executed over a period of five years upon entry into force (EIF) of the Compact.
There will be an initial period of Compact implementation funding (CIF) to be used by the government and MiDA to facilitate the implementation of the Compact.

The MCA entity now invites proposals from legally constituted consulting firms to provide the consultant services referenced above.
More details on these consultant services are provided in the Terms of Reference.
This RFP is open to all eligible bidders who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment.
The consultant services, and the contract expected to be awarded, are divided into the following phases:
- Tranche I – A base period of 52 weeks from March 2017 to January 2019.
- Tranche II – A first option, if exercised, of 46 weeks from June 2018 to March 2020.
- Tranche III – A second option, if exercised, of 94 weeks from August 2019 to July 2021.
A consultant will be selected under the Quality and Cost Based Selection (QCBS) method, the evaluation procedure for which is described in sections of the RFP in accordance with MCC Programme Procurement Guidelines, which are provided on the MCC website.
The selection process will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.

Interested bidders must submit a proposal via e-mail, giving full contact details of the consultant, to the MiDA procurement agent at firstname.lastname@example.org.
This will ensure that the consultants receive updates regarding this RFP. Before applying, interested consultants should review the Terms of Reference, which are in the RFP document.
The RFP will be issued on application to the MiDA Procurement Agent, Millennium Development Authority, 3rd Floor, Heritage Tower, 6th Avenue, Ridge West, Accra, Ghana.
Proposals must be delivered to the following address and in the manner specified in the PDS ITC 17.5, no later than 2nd December 2016 at 15:00pm local time in Ghana.
