Resolute Marine Energy (RME) has received a grant from the Sustainable Energy Fund for Africa, administrated by the African Development Bank (AfDB), to cover certain pre-deployment costs associated with its Wave2O project in the Republic of Cabo Verde.

RME intends to apply a portion of this grant to feasibility studies related to the Wave2O project deployment site.

The objective of the Wave2O project is to deploy a reverse-osmosis desalination plant powered solely by wave energy at Praia Grande on the Island of Sao Vicente.

Expressions of Interest

RME is seeking Expressions of Interest (EOI) from qualified firms to conduct bathymetric surveys and geotechnical analyses prior to the deployment of RME’s Wave2O systems at the Praia Grande site.

The services include:

a) Conducting a seabed survey of the Praia Grande site with the goal of selecting:

(i) an optimal location for the wave energy conversion devices; and

(ii) an optimal route for the hoses that connect the wave energy conversion devices with onshore infrastructure; and

b) Conducting a geotechnical survey to provide data that will be used in the determination of an appropriate mooring / foundation system for the wave energy conversion devices.

The services also include recommending equipment purchases necessary to conduct the bathymetric and geotechnical surveys and training Instituto Nacional de Desenvolvimento das Pescas (INDP) personnel on their capacity building while conducting the surveys.

Depending upon funding availability, the Services may also include one or two post-deployment bathymetric surveys to determine sediment transport processes that may affect the performance of the wave energy conversion devices over time.

The bathymetric and geotechnical surveys must be completed before the deployment of a 500 m3 /day Wave2O plant will occur.

Once deployed, customer acceptance trials for the plant are expected to last for 6-12 months.

RME now invites firms based in eligible countries to submit EOIs regarding the services.

Interested bidders must provide information indicating that they are qualified to perform the services.

Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list of preferred firms and selection procedures shall be in accordance with the African Development Bank’s Procurement Policy Framework for Bank Group Funded Operations, approved October 2015, which is available on the Bank’s website at http://www.afdb.org/
