The New Private Investment Law

Objectives: Accommodate the legal development of the rules applicable to Private Investment in Angola, from the date the Basic Private Investment Act (Nº 13/03, of 13 May) came into force, to the approval by the National Assembly of the new BPIA, at the end of April 2011. The aim is for the delegates to be clear about the legislative options of the Angolan laws, as well as the reasons that led to the approval of a less admissible law regarding the entry of small and medium Angolan entrepreneurs into the Angolan market.

Description: The workshop on the new Private Investment law will analyze the changes that took, in view of the previous act of 2003, particularly the practical effects that the law has on (i) capital repatriation, (ii) concession of fiscal and customs incentives, and (iii) the indirect impact on the phenomenon of specialized migration for labourpurposes. Comments will be presented regarding ANIP’s new structural organization in light of the new law and the powers of the various governmental bodies involved in the approval of investment, implementation inspection and actual attribution of incentives will be listed. Specific examples will be presented, which enable a better understanding and application of the said law, as well as the use of other instruments to mitigate the limiting effect of this legislation in the case of unqualified investments.
