Tender news: Power consortium issues EOI for solar PV project in Chad

Djermaya Solar, a consortium comprising of  CDEN SARL, Aldwych Africa Development (acting as a developer for InfraCo Africa Limited)  and JCM Capital, has issued a request for Expression of Interest (EOI) for EPC and O&M services for a solar photovoltaic (PV) power plant in N’jamena, Chad.

The solar PV project is a two part project with the first phase generating 5MW and the second phase 25MW.

The tender will be evaluated in 3 stages:

  1. Prequalification and shortlisting (this EOI)
  2. Submission detailed proposals
  3. Final selection and negotiation

The EOI notice includes a disclaimer, which notes: “The bidder will be responsible for all costs, expenses, liquidated damages or other liabilities incurred for the submission. The bidder must also abide by internationally recognised anti-corruption and anti- bribery policies.”

Solar PV project

The project site location is around 30km north of N’Djamena, the capital of Chad, Central Africa.

The PV power plant will be developed under a turnkey, lump sum fixed price, date-certain EPC contract in combination with a long-term O&M contract.

The first stage of the project will include the development of the 5MW pilot phase. The second phase will see an increase in generation to 25MW, which will connect to both the 15Kv via a 10km transmission line and the 90Kv line to be included under the EPC.

The EOI notice added that additional technical details will be provided at the next stage of the tender.

“The counter party to the Power Purchase Agreement will be the Société Nationale Électricité (SNE) as the sole purchaser of the Solar Farms available capacity and power on a ‘take or pay’ basis”, the EOI notice stated.

Submitting tender

Interested bidders are requested to submit all documentation in English. If documents are in another language, they have to be accompanied by an authorised translation.

The notice stresses that all forms of communication is to be done through email. All correspondence may be sent to: chad_epc_tender@jcmcapital.ca.

The submission deadline for the EOI is 22 September— late submissions will not be accepted.

Interested bidders may address any questions around the prequalification process  to chad_epc_tender@jcmcapital.ca by 14 September 2015.

Both the EOI process and the tender process will be governed by the laws of England and Wales and the place of jurisdiction will be England and Wales.
