The Kenyan government has received a grant from the French Development Agency (AFD) under Credit No. CKE 1038 for Extended Technical Assistance, which is focused on the development of a generation and transmission master plan. A portion of the funds have been earmarked for consultancy services for renewable energy resource assessment and county energy plans in pilot counties.

The ministry of petroleum is currently performing renewable energy technology surveys on three counties, namely Nakuru, Meru and Kakamega. They have since issued an expression of interest for consultancy services for renewable energy resource assessments in a further 44 counties.

According to the procurement notice, the main objective of the study is to identify the viability of renewable technology and how best they can be accessed by the local communities.

In addition, the study will assess and map the potential of the available resources in the region, including all technologies (Wind, solar PV, solar thermal, geothermal, biogas, firewood, charcoal, bioethanol, biodiesel, small hydro power, solar box cooker, solar driers, tireless cookers and energy efficiency and conservation measures).

Other cooking fuels such as kerosene and LPG will also be factored into the study for planning purposes. The notice highlighted that the study will involve the review and consolidation of existing maps/studies/ reports, on site data capturing, and development of GIS data storage and a retrieval system.

Interested applicants

The study will need to be completed within a 12-month timeframe.

It must be advised that interested applicants will have to do the following:

  1. Map out and establish a GIS database for Renewable Energy Technologies and their potentials
  2. Analyse the use of the different forms of energy at domestic, institutional, and small and micro enterprise levels (quantity, quality, pricing, availability, affordability and supply, demand and financing) and make appropriate recommendations
  3. Analyse the different technologies for each energy type (cost, availability, affordability and financing)
  4. Assess the energy efficiency practices at domestic, institutional and small and micro enterprise levels and make appropriate recommendations
  5. Identify barriers to supply enhancement strategies, interfuel substitution, access to fuels and associated technologies and make appropriate recommendations
  6. Evaluate the impact of policy reforms in the power and petroleum subsectors on access to electricity and LPG by domestic, institutional and small and micro enterprise consumers and make appropriate recommendations
  7. Propose changes necessary in the legal and regulatory framework to promote efficient supply and use of different forms of renewable energy

Submitting your application

Interested applicants must provide supporting documentation which indicates:

  1. That the firm is qualified to perform the services
  2. Experience of the firm to undertake work of a similar nature (provide list of studies conducted of a similar nature in the last 10 years)
  3. Capability of key personnel, including their qualifications and competence in undertaking the consultancy works

Such personnel must include specialists in the following disciplines:

a) Renewable energy with BSc degree

b) Energy efficiency and conservation with BSc degree

c) Socio-economics with a BSc/BA degree

d) GIS with a BSc/BA degree

  1. Knowledge of renewable energy technologies is a must for all the specialists
  2. A brief outline of the technical approach and methodology for carrying out the study

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
