Mali’s education ministry seeks provision of single batch solar equipment

The Ministry of National Education invites eligible bidders for the supply of single batch solar equipment.

The award of the contract shall be conducted by open invitation to tender as defined in the Public Procurement Code and open to all eligible candidates.

Interested candidates may obtain information from the Directorate of Finance and Materials of the Ministry of Education at the following addresses from Monday to Friday during working hours.

Please note that tender documents can be collected at the administrator’s office, 2nd floor.

Qualification requirements

  1. Financial capability- the average turnover for the years 2015, 2016 and 2017 must be at least equal to the amount of its bid.

Turnover is derived from the financial statements (balance sheets, extracts from balance sheets and operating accounts), certified by a certified public accountant or certified by a chartered accountant registered in the order for a maximum of 2015, 2016 and 2017.

On these balance sheets, the following statement must be made by the competent tax department: “Balance sheets or extracts from balance sheets in accordance with the declarations subscribed to the tax office”.

Newly created companies must provide a bank certificate of availability of funds or commitment to finance the market of an amount of at least 80 million CFA francs ($140,472).

  1. Experience – the bidder must demonstrate, with supporting documentation, that they meet the following experience requirements:

At least two contracts for the supply of solar equipment with a minimum value per similar contract of 50 million CFA francs ($87,808).

Such similar contracts must be proved by the certificates of good execution, the minutes of receipt and the copies of the cover pages and the signature pages of the corresponding contracts or any document issued by public or parapublic institutions or international to justify its ability to execute the market in the rules of the art during the period 2013 to 2017.

For contracts that include several items, the share of solar materials must not be less than 50 million CFA francs.

Tenders must be submitted to the Directorate of Finance and Material of the Ministry of Education, General Secretariat, 2nd floor no later than 04 September 2018 at 09:30am.
