Coordinator sought for AFUR mini-grid tariff setting project

The Carbon Trust Advisory has awarded a grant to the African Forum for Utility Regulators (AFUR) for the delivery of the Mainstreaming mini-grid tariff settlement tools and methodologies across African regulators Project.

This project proposes to engage various regulators around cost-plus/cost recovering mini-grids tariff methodologies as an effective approach to tariff setting across AFUR members to deliver a fair return for private sector capital. Tariff tools also offer the additional benefits of transparency around cost incurred by both the developer and potentially public entity (i.e. utility, regular where applicable) and as such can inform the design of a result-base financing (RBF) where applicable.

The candidate appointed will primarily support the delivery of this project. The appointed candidate will report to the Executive Secretary of AFUR.

Scope of work

The Project Coordinator will be required to:

  • Manage the day-to-day implementation and operation of the project.
  • Work closely with the AFUR Technical Manager, consultant, AMDA, and steering committee to support the effective implementation of the project activities.
  • Provide technical and management support to the overall implementation of the project.
  • Serve as the focal point for technical, administrative, and financial activities related to the project and will assist in the overall monitoring and reporting of the project.
  • Support and coordinate with AFUR staff, consultant, AMDA and steering committee to help implement project activities smoothly and efficiently.
  • Facilitate all travel and meetings. However, with particular reference to Covid-19, any need for travel shall be assessed and approved by the executive secretary of AFUR. The use of remote video technology meetings to replace face-to-face meetings is encouraged.
  • Perform other tasks relevant to the project may be required.
  • Assist the Consultant wherever needed.

Minimum qualifications requirements

  • The Project Coordinator should have demonstrated strong ability for coordination support, and with excellent interpersonal and communications skills.
  • He/she should have at least a bachelor’s degree in business administration, economics, or other relevant degree.
  • He/she should have a minimum of 3-5 years of experience in project coordination and project management.
  • Experience in working with or for regulators, and in energy access (mini-grids) would be a strong advantage.

Duration

The Project is expected to be completed within 36 months of contract agreement, including all monitoring information to have been provided to Carbon Trust. The project end date is to be no later than 31 March 2023. However, AFUR can only commit to the first 12 months of employment subject to project extension with the main client.

Compensation package

This is negotiable between R20 000 to R25 000 per month
