In East Africa, the Energy Development Corporation Ltd EDCL, invites interested bidders for the supply and delivery of electronic prepaid energy meters and the necessary accessories.
The invitation notice said that “the Government of Rwanda has received a loan from the African Development Fund (ADF) towards the cost of Scaling-up Energy Access Project, and it intends to apply part of the proceeds of this grant to payments under the Contract for the supply and delivery of electronic pre-paid energy meters and required Accessories.”
The notice states that the bidding process will be conducted through the International Competitive Bidding (ICB) procedures specified in the African Development Bank’s Guidelines: Procurement of Goods and Contracting for Execution of Works, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

The bidding documentation (in English) may be purchased upon a written application together with a non-refundable fee of $50. The application must be mailed to the below address.
Submitting the tender application
All bid applications must be delivered to the below address at or before 10:00 AM local time (8:00 AM GMT) on 6 August 2015.
Electronic and late bids will not be accepted.
The invitation stipulates that all bids must be accompanied by a Bid Security of $25,000 or an equivalent amount in a freely convertible currency.
