The government of Kenya has received a credit from the OPEC Fund for International Development (OFID) toward the cost of the Kenya Electricity Expansion Project.
The government intends to apply part of the proceeds of this credit for procurement of materials for implementation of grid based Rural Electrification Schemes implemented by the Rural Electrification Authority under the project.
Rural Electrification Authority now invites sealed bids from eligible and qualified bidders for construction of 33kV and 11kV lines in 3 lots:
Lot 1 – Turkana region
Lot 2- Mandera region
Lot 3- Laikipia and Samburu regions
Bidding will be conducted through the International Competitive Bidding procedures specified in the OFID guidelines.
Interested eligible bidders may obtain further information from the office of the manager, Procurement, Rural Electrification Authority at the address below during office hours from 09:00 to 16:00 hours, Monday to Friday excluding public holidays and weekends.
A complete set of bidding documents in English shall be inspected and download by interested bidders at www.rea.co.ke
The employer shall use the SAP-SRM electronic-procurement system to manage this bidding process.
The electronic-procurement system shall be used to manage the following aspects of the bidding process:
- The employer will use the system for preparation and uploading of the standard bidding documents and technical specifications. The employer will also use the system for opening and evaluation of the bids.
- The bidder will use the system to Register, Access the Bidding Documents, respond and submit bids and all attachments in the C-folder (Find in the REA Website the supplier bidding process).
- Only bidders who have registered and set up their self-service portal page will be able to submit the bid. All new vendors are required to register on REA website – rea.co.ke (eprocurement)
Existing vendors need to request to be migrated to SRM system for them to be able to get system logon credentials.
A pre-bid meeting will be held on 17 July 2018 at 10:00am at Rural Electrification Authority, Kawi House, Redcross Road, Behind Boma Hotel.
Submission of bids
All bids must be accompanied by a bank bid security in USD as follows Lot 1-$80,000, Lot 2- $65,000 and Lot 3-$100,000 or an equivalent amount in a freely convertible currency.
Bids must be submitted electronically on or before 28th August, 2018 at 10:00am and they will be opened electronically at 10:30am at Rural Electrification Authority, Kawi House, Redcross Road, Behind Boma Hotel in the presence of bidders’ representatives who choose to attend.
