The government of Mozambique has received financing from the World Bank administered Norwegian Trust Fund towards the cost of Preparation of the Mozambique–Malawi Transmission Interconnection Project.

Part of the proceeds are intended for consulting services.

The consulting services include to assume the role of a tender agent with the responsibility of supporting the client in the process of procurement of contractors for construction of the Transmission Interconnection within a period of about seven months starting in June/July 2018.

The assignment includes:

(a) to review the tender documents prepared by another technical consultant;

(b) to support the client during tendering process;

(c) to coordinate site visits and address queries during bidding period; and

(d) to support the client in bid evaluation including preparation of bid evaluation report, pre contract discussions with the contractor and contract preparation and signing of the contracts.

The tender Agent will be based in Maputo with travels to Malawi and other countries as needed.

The Electricidade de Moçambique, EP. (EDM) and the Electricity Supply Corporation of Malawi LIMIT ED (ESCOM) now invite eligible consulting firms to indicate their interest in providing the services.

Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:

Core business and years in business.

Relevant similar experience, which should specifically include the below:

  • Experience in consultancy services related to procurement of new extra high voltage transmission systems for voltage up to 400kV
  • Experience of procurement involving supervisory control and data acquisition (SCADA) systems.
  • Experience in procurement of contractors (under the International Financial Institutions funded projects).
  • Experience in the region

Technical and Managerial capability of the firm. (Provide only the structure of the organisation, general qualifications and number of key staff. Do not provide CV of the staff. Experts will not be evaluated at the shortlisting stage.)

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A consultant will be selected in accordance with the consultant’s qualifications based selection (CQS) method set out in the Consultant Guidelines.
