A call for expressions of interest has been announced to pre-qualify a consulting firm that will be responsible for the development of a study to optimise the evacuation of electricity generating facilities in the framework of the Master Plan Production Transport Distribution of Electricity.

The services consist of the production of the preliminary design (APS), the detailed design (PDA) and the preparation of the tender documents (DAO) for: i) the completion of the closures transport network around generating stations to supply underserved communities; (ii) the construction of two new solar power plants in the following cities:

Tcholiré (to serve the localities of Taparé, Larki, Poli),

Kousséri (to better serve the localities of Makari, Goulfey, Fotokol). 

As well as the construction of two new hybrid power plants in the North West and East regions, particularly in the following cities: Kumbo and Batouri.

Participation in this solicitation for interest is restricted to consulting firms with proven international experience in the field of power generation and transmission.

The Electricity Sector Development Plan for 2035

In 2014, the government of Cameroon was equipped with a strategic planning tool in the electricity sector, this is the Electricity Sector Development Plan for 2035.

The study carried out by the STUDI International Consultant, was made in four volumes according to the following themes:

  • Study of the application which is based on a retrospective analysis, an identification of future energy-consuming needs and the socio-economic prospects announced / targeted, led to the estimation of demand forecast electricity by main horizon, prospective scenario and country area,
  • Study of the supply of means of production which ended up recommending a programme of equipment in means of electricity production
  • Study of the transport network, having been based on a study of the development of the transport network, then a study stability and resulted in the recommendation of an investment programme for strengthening and expanding transport networks and, in the case of their interconnection (interconnected national grid), according to the demand scenario,
  • The Economic and Financial Assessment Study which focused on the entire investment programme, in terms of production and transportation.

This plan identified, on the basis of several scenarios a set of works to be developed to ensure the electricity supply-demand balance in the three interconnected RIS, RIN and RIE networks in Cameroon.

However, one of the limits of the plan, which was aimed mainly at large consumption centers, was not addressed, electricity distribution issues. Thus, in order to capture this problem, the state plans to develop a Production Master Plan for transmission and distribution of electricity that will address distribution issues and optimize plant evacuation from production to centres that are poorly served.

The study should:

(i) demonstrate the optimum techno-economic choice of the voltage level of the proposed transmission networks;

(ii) define the possible reinforcements of the transport network;


Application forms written in French and / or English must be submitted in six copies of which one original and five copies clearly marked in a sealed envelope no later than 22 April 2019.
