Bid Window 5 list of proposed projects published

The list of bids received for Bid Window 5 skews slightly towards solar, but nevertheless displays a healthy amount of renewable energy companies ready to hit the ground running.

Of the 102 projects submitted, 63 are for solar PV plants and 39 for onshore wind projects. The Request for Proposals was published on 12 April and the list of all bids received was published on 18 August.  

While the Integrated Resource Plan (IRP2019) called for the procurement of electricity from a range of energy technologies, Bid Window 5 under the Renewable Energy Independent Power Producer Procurement Programme only concentrates on onshore wind (1.6GW) and solar PV (1GW).  

The DMRE confirmed during a Bid Window Conference held at the end of May this year that IPP projects up to the maximum size of 75MW for Solar PV and 140MW for window projects would be eligible for Bid Window 5 and these must be connected to the grid no later than April 2024.

The combined capacity of the projects listed for Bid Window 5 is not noted, nor is the size of individual projects or names of IPPs making the bids. Still, the number of bids suggests the bid window is oversubscribed a significant number.

When Minister of Mineral Resources and Energy Gwede Mantashe announced the eight preferred bidders for the Risk Mitigation Independent Power Producers Procurement Programme in March this year he also indicated the government would release four more Request for Proposals within the near year.

These will include 2,6GW from renewable energy (Bid Window 5), 3GW from gas, 1,5GW from coal and 513MW from battery storage, all in line with the IRP2019.

Preferred Bidders are expected to be announced during October or November 2021, with commercial and financial close anticipated by March 2022.
