The Nigerian Electricity Regulatory Commission is extending an invitation to prospective meter asset providers to apply for No Objection.

This is a prerequisite for participation in the procurement process to be conducted by electricity distribution companies.

The Commission had issued a Meter Asset Provider Regulation (MAP) designed to fast track a closure of the end-user metering gap with a goal of eliminating the practice of estimated billing unless in the exceptional circumstances envisaged under the regulation.

Section 8(3) of the Meter Asset Providers Regulations 2018 provides that prospective MAPs shall apply to the Commission for a No Objection in the first instance to signify their intention to participate in the procurement process for MAPs under these Regulations.

The regulations came into effect on April 3, 2018 and all eleven (11) electricity distribution companies are required to commence the procurement process of engaging Meter Asset Providers to serve their service areas in accordance with an approved roll out plan.

All applications shall be submitted in accordance with the requirements of Schedule 1 of these Regulations.

Invitation to tender

The Commission wishes to notify all interested companies wishing to participate in the Distribution Licensees’ forthcoming tender to submit their application for No Objection using the prescribed form available on the Commission’s website (www.nerc.gov.ng)

Applicants are required to submit the application along with copies of the following documents:

  • Copies of certificate of incorporation, memorandum and articles of association
  • Copies of certified true copies of CAC Form C02 and C07
  • Copies of tax clearance certificate for the past three consecutive years prior to the year in which application is made (where applicable)
  • Copies of certified audited financial statements for three consecutive years prior to the year in which application is made (where applicable) or statement of affairs
  • Copy of VAT registration certificate
  • Detailed resume of promoters/directors
  • Five year business plan

Prospective applicants are advised to note the timeline provided for the completion of the procurement process under the regulations and accordingly apply early.

The deadline for this tender has been slated for 23 April 2018.
