In West Africa, the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) has issued a notice of competitive bidding for the supply and installation of a solar photovoltaic plant at the Commission’s headquarters in Abuja.

In recent news, Siemens, a global engineering firm, and a Nigerian-based company CT Cosmos, have signed a Memorandum of Understanding for the development of a 70MW alternating current solar photovoltaic power plant in Panyam, Plateau State.

The solar photovoltaic project, which is estimated to cost a total of $170 million (ZAR2 billion), is set to reach commercial operation within a two-year period.

This is the first solar photovoltaic project in a series of large solar power generating facilities proposed by CT Cosmos for various locations in Nigeria

Compared to the construction of gas and coal-fired power plants, which can take up to three-years, solar power facilities can reach completion within 12 months—making this a viable option for an energy deficient country such as Nigeria.

Requirements for submission

Interested bidders must demonstrate having had experience in solar PV system installations of at least two years in addition to having proof of completing work of a similar nature of what the tender requires, during the last five years (2010 – 2015).

Bidders must provide written evidence that they meet the following requirements:

  • Have an annual turnover average for the last three years (2012,2013, 2014) equal at least 1.5 times the amount of the offer
  • The Candidate shall submit with its offers certified financial statements for the last three years or an equivalent document

Obtaining tender documents

 All tender documents may be purchased from the Division of Procurement Markets at the ECOWAS headquarters upon submitting a written request accompanied by $223 cash or cheque.

Bidders outside of Nigeria can have the tender documentation mailed to them upon a non-refundable bank transfer of $223.

Bid applications must be submitted in both English and French and enclosed in a sealed envelope, which must be clearly marked:

Applications must be delivered to the address indicated above. The bids are valid for a period of 120 (days) after Bid opening and must be accompanied by a Bid Security to the value of $11,146 (bank guarantee or insurance bond).
