The European Union has issued a tender notice that seeks to strengthen the transmission and distribution networks in Monrovia, Liberia.The European Union has opened participation to individual and consortium bidders for nationals of, and legal persons which are effectively established in a Member State of the European Union or in an eligible country or territory as defined (see Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action (CIR) for the applicable instrument under which the contract is financed.
All supplies and materials under this contract shall originate from one or more of those eligible countries. However, they may originate from any country when the amount of the supplies and materials to be purchased is below €100,000 ($110, 000).
Tender information for transmission and distribution networks
The ministry of finance and development planning also referred here as the national authorising officer (NAO), intends for the project to consists of two lots, which aim at the reinforcement of the 66kV transmission network and the extension of the distribution network (overhead lines (OHL) networks (22 and 0,4kV)) in the city of Monrovia.
- Lot one- Transmission network (66kV OHL and substation works) entails the design and build of the 66kV OHL and the extension of the existing 66/22/10kV substations around Monrovia (Bushrod, Kru Town, Capitol, Congo Town, Paynesville).
- Lot two- Distribution OHL networks (22 and 0,4kV) — works outside the substations envisages the design and build of the 22 and 0,4kV electricity distribution network in the city of Monrovia aiming at connecting over 37,000 small and 35 large consumers.

Tender applications should be written in English using the standard application form, which may be obtained on the link below. They are to be submitted in a sealed envelope on or before 12th December 2016 at 14:00, Liberia time.
Tender documents are also available for inspection from the NAO offices, upon payment of $50, which excludes courier delivery.
