Alistair Wray

Alistair Wray works for the UK Department for International Development as Senior Growth and Infrastructure Adviser in the Pan Africa Strategy Department.

Alistair Wray

He contributes to growth initiatives under the Africa regional and country programmes, in particular supporting the development of regional infrastructure and trade facilitation, including infrastructure collaboration through the Infrastructure Consortium for Africa and various multi-lateral funds.

Mr Wray joined DFID in 1991 and has held the post of Head of Profession for Infrastructure, responsible for infrastructure policy advice and quality assurance to the Department, and earlier had responsibility for the Asian infrastructure programmes. He has also held posts in Central Africa and South Africa working on country programmes.

Prior to joining DFID, Mr Wray lectured at Loughborough University on development engineering, and he has also worked directly for a number of development agencies and consultants in the Africa, the Far East and Latin America.

He is a civil engineer by background with interests in all infrastructure sectors including infrastructure financing and urbanisation processes.

Kaela Siame

Kaela Siame is the Director of Kafue Gorge Regional Training Centre based in Kafue Gorge on the same locality as Zambia’s 900MW Kafue Gorge Hydro power station.

He is member of the Engineering Institution of Zambia (EIZ) and a Registered practising engineer. After graduating from Leeds University with a Degree in Mechanical Engineering in 1989, Siame worked as an Engineer for the Zambia Consolidated Copper Mines (ZCCM). He was involved with maintenance and installation of mining equipment.

He subsequently worked for a supplier of underground mining equipment (TAMROCK) in 1992 as Service Manager.

In the same year, he joined the Copperbelt University in Zambia, in the School of Technology and was involved in lecturing Mechanical Engineering courses. Siame is a 2000 graduate of Surrey University where he completed his Master of Science Degree.

Siame joined Kafue Gorge Regional Training Centre as a lecturer in 2002 and subsequently appointed as Training Manager in 2004. He was appointed as Director in June 2007.

Lawrence Musaba

Dr. Lawrence Musaba got his Bachelor of Engineering Degree (BEng), with Distinction, from the University of Zambia in 1989. He then went on to get his Masters Degree in Power Engineering and PhD from the University of Manchester Institute of Science and Technology (UMIST, England) in 1991 and 1996 respectively.

He has worked for the Zambia Consolidated Copper Mines as Senior Electrical Engineer, Midlands Power International (Birmingham, UK) as Assistant Project Development Manager and the University of Zambia as Lecturer and Head of the Department. He joined the Southern African Power Pool in June 2000 and from February 2002, was appointed the Co-ordination Centre Manager.

Dr. Musaba has been instrumental in the development of the SAPP short-term energy market (STEM) and is currently working on the development of a competitive electricity market for the SADC regional, under the umbrella of the SAPP Power Market Project.

He is a Chartered Electrical Engineer of the Institute of Electrical Engineers of the United Kingdom, a Member of the Engineering Institution of Zambia and also a Registered Engineer.

Peter Davies
Peter Davies

A professional electrical engineer by background, Peter’s varied career has involved living and working in several countries, including Kenya, Seychelles, St Kitts (Eastern Caribbean) and India, as well as periods in the UK. Much of this was with electricity utility companies and consulting organisations.

Peter joined the UK’s Department for International Development (DFID) in 1995, from the private sector, following some six years with a leading UK construction group.

Following four years in London as Senior Power Engineering Adviser, he accepted a three-year posting to DFID’s Delhi office in 1999, working mainly on power sector reform programmes in several Indian states, in association with the World Bank.

Peter returned to DFID’s London HQ in September 2002 and is now Senior Energy Adviser within DFID’s Policy Division. He is helping DFID address the difficult challenge of improving access to reliable and affordable energy services in developing countries, while limiting the growth in energy related emissions that are contributing to climate change.

Thembani Bukula
Thembani

Thembani Bukula is the Regulator Member primarily responsible for electricity at the National Energy Regulator of South Africa (NERSA).

He obtained his B.Sc. Engineering from the University of Natal and a post graduate diploma in Engineering Business Management from Warwick University.

He started his career at Yelland Engineering and later joined Eskom as engineer responsible for the commissioning of the extra High Voltage substations in the KwaZulu-Natal region.

He was seconded to KEMA-The Netherlands as a High Voltage engineer during 1995/6.

He has been the Managing Director of various companies including the NETFA, SABS – Testing and Conformity Services, National Data Systems – Specialised Services and Ijanga Consulting Services.
